In order to prepare to take further measures against the Soviet consulates and the Soviet Nationals Association, [we] hope that [you] will quickly focus on gathering specific materials and evidence of the recent illegal activities of the Soviet side. Feel free to report [to the Ministry of Foreign Affairs].
