Notes for Comrade Xu Huang

 

Comrade Xu Huang of Xinjiang Foreign Affairs Department:

 

(1) You are re required to carefully study the instructions of the Central Government and carry out your work in strict accordance with the instructions. When your opinions are solicited, strictly follow the instructions of the Central Government.

 

(2) Your main task is to collect evidence. As the top priority, evidence collection should be carried out according to the four subjects designated by the Central Government in its instructions. Do not let the intelligence matters divert your resources.

 

(3) The issue of the Soviet Consulate-General in Wulumuqi [Urumqi] is rather difficult and complicated. Please consider concentrating your resources on Wulumuqi or putting at least part of your main resources in the city. It would be better for you to stay in Wulumuqi to supervise the overall work. It’s inappropriate to think that you have nothing to do in Wulumuqi.

 

(4) Requests for instructions on related work questions should be sent by telegraph unless extremely urgent, as long-distance telephone calls are insecure. If you need to call ministerial leaders at night, you may ask the officer on duty in the Executive Office to transfer your calls.
