Text of the Memorandum from the Soviet Union dated 9 August and Request for Proposals

 

[To the] Xinjiang Foreign Affairs Department and the [Xinjiang Uyghur] Autonomous Region Party Committee: (top secret)

 

On 9 August, the Chargé d'affaires of the Embassy of the Soviet Union submitted one memorandum to Vice Minister Huang [Zhen] regarding the illegal border crossings by residents of Xinjiang. I plan to reply to it as soon as possible. Please send your proposals via cable soon. Please see the following for the full text of the memo.
