[To the] Foreign Affairs Department of the [Xinjiang Uyghur] Autonomous Region and the Departments of Consular Affairs and Soviet and Eastern European Affairs [of the Ministry of Foreign Affairs]:

Recently this office [the Yili Office of the Xinjiang Foreign Affairs Department] compiled materials on the border defense situation as reporting reference materials for when leading cadres from the central government come to Yili for inspections work. Now [these materials] are being sent to higher authorities; please review [them].
