On September 17, 1963, in the afternoon, at Jiao Wen’s [sic] home, Jiao Wen said, “Ne Win’s behaviors is now totally at odds with U Nu’s policy. The national situation has changed considerably. As a necessity, our diplomatic envoys must understand every one of the country’s policies and every facet of its actual situation, so as to suitably give foreign nations accurate introductions to and explanations of Burma. Amongst friendly countries, even if our explanations are not clear, it will not lead to any noteworthy negative consequences. But there are some countries who criticize our actions and have a doubtful attitude toward us.”
Jiao Wen emphasized that diplomatic envoys must understand newly political policies of Burma and convey accurate instructions to foreign countries.
