According to your directives, in the period of tense situation in Bucharest, we concentrated two divisions of the NKVD troops there.

 

Recently we noted a number of cases where German paratroopers were deployed in order to interrupt the functioning of railroad communications in Romania, which feed the fronts. In this connection, and taking the changed situation into account, the NKVD USSR believes it necessary to move one division from Bucharest to the place of permanent deployment -- Timisoara, Sibiu, and Brashov -- in order to defend the communications.

 

Comrade Susaikov informed us that in addition to the divisions of the NKVD, two divisions of the Red Army were deployed in the area of Bucharest, and therefore, he did not object, and believed that it would be expedient to use one NKVD division to defend the railroad communications.

 

We are asking for your decision.
