PYONGYANG. [TO THE] SOVIET AMBASSADOR
Visit the Minister of Foreign Affairs or his deputy and report that in Moscow they agree with the opinion of the Government of the Democratic People’s Republic of Korea about the advisability of establishing diplomatic relations between the Democratic People’s Republic of Korea and the People’s Republic of China. As regards the question of the time of the establishment of relations, in Moscow they think that the sooner this is done, the better.
