In order to defend Korean shoreline, the DPRK government is requesting that the Soviet Government ships to Korea [the following]:
1. OZM mines …… 2,000 units
2. Torpedo boats ……. 10 units
3. Torpedoes for the boats ……. 3 full ammunition loads
