I met with [Brazil’s former president Juscelino] Kubitschek [de Oliveira][2] and [August Frederico] Schmidt – the adviser for foreign affairs to the former president:
- According to their results assessment of the recent Punta del Este [meeting], they are saying that Washington’s diplomacy was embarrassing because Washington seriously counted on the fact that Brazil would change its position at the conference.
- At the same time, they are predicting that the situation will worsen in the Caribbean region, but they do not believe that the USSR would risk a war over Cuba.
- They believe that the idea of the “Alliance for Progress” is falsely thought out in Washington. They think it is characterized more accurately by economic aid, and that it is not a good policy for the industrial development of Latin America.
- They characterized the internal situation in Brazil as wobbly and unstable with possibly some serious turbulence that could be exacerbated by the election period, high prices, increased penetration of the Communist Party, as well as [Jânio da Silva] Quadros’[3] anticipated and demagogic pronouncements following his return.
- [President] Kubitschek will be leaving for a series of lectures at university campuses in the United States. He will be giving talks about the necessity to accelerate economic development in Latin America.
