I held a one-hour conversation with workers of the Soviet exhibition in Pyongyang. I answered their questions, which were varied and touched on both the domestic and foreign policy of the KWP CC and DPRK government, and also the economic situation in the country and the development of individual industrial and agricultural sectors. There were also questions about South Korea.

I visited Deputy Minister Ri Jeong-sik and informed him of some wishes about the program of Cde. N. S. Khrushchev's stay in the DPRK which Minister Pak Seong-cheol tentatively gave the Embassy on 1 September.

 

I stated general comments about the visit program, namely as a wish I asked the friends to devote 0800 to 0900 for breakfast instead of the planned time of 0730 to 0830. I then noted that Cde. N. S. Khrushchev needs time in the morning to work with documents. I expressed the Embassy's opinion about an increase of time to inspect the industrial and other facilities.

 

I asked where was Cde. N. S. Khrushchev's residence in Pyongyang and also in what place it was proposed to quarter those accompanying him.

 

Ri Jeong-sik replied that the residence of Cde. N. S. Khrushchev would be located in a guest house on Mount Moranbon and the remaining people in another guest house next to it.

 

After general comments I cleared up several aspects and expressed specific wishes of the Embassy concerning each day of the visit program. In particular, I asked that a wreath-laying ceremony at the memorial to soldiers of the Korean People's Army, the Monument to the Liberation of Korea by the Soviet Army, and the memorial to the Chinese People's Volunteers (of Korean-Chinese friendship) be introduced into the program. I expressed a wish to go to Hamhung not at 0900 but at 10-1100.

 

Ri Jeong-sik noted in reply to the questions raised that a speech by Cde. N. S. Khrushchev was not envisioned at the Chzhoyan[sic] agricultural cooperative in the province of South Pyongan since he has two speeches planned in this province: at a rally of residents of Hamhung and at the Hungnam chemical fertilizer works. Therefore they think it more advisable for Cde. N. S. Khrushchev to speak at the Lip-sok[sic] agricultural cooperatives of the province of South Pyongan inasmuch no other speeches by him [sic] are envisioned as in this province. Regarding Cde. N. S. Khrushchev's  participation in a session of the Supreme People's Assembly Ri Jeong-sik said that they would like Cde. N. S. Khrushchev to give a speech at this session.

 

I asked to say how will the issue being discussed at the session be worded and what documents it is intended to be adopted.

 

Ri Jeong-sik promised to report to the minister of foreign affairs about the wishes I expressed and to send the final version of Cde. N. S. Khrushchev's visit program to the Embassy no later than 5-6 September.

 

Present at the conversation were: Deputy Chief of the First Department of the MFA Kwon Jun-uk and Embassy Second Secretary N. M. Shubnikov.

 

The conversation was held in Russian.

 

Ri Jeong-sik passed materials for the Embassy which they had prepared for the 15th session of the UN General Assembly:

 

1. Materials about the development of the economy of the Democratic People's Republic of Korea in 1959.

 

2. Materials about the progress of the work to return Korean citizens living in Japan to the homeland.

 

3. Materials about the situation in South Korea.

 

4. Materials about the situation in South Korea (for official use).

 

He then added that materials will be passed  to the USSR MFA in Moscow by Ambassador Ri Song-un.
