I visited Kim Il Sung in accordance with Moscow's instructions.

Having heard me out, Kim Il Sung said the following "We expect that a bilateral treaty of friendship, cooperation, and mutual aid will be signed during the visit to our country by Cde. N. S. Khrushchev, as was arranged earlier. We have no other ideas on this account. We have a draft treaty. There are no comments about the draft. We also think that during the signing of the treaty it is advisable for the DPRK government to make a declaration that after the reunification of Korea on peaceful principled it will be released from the obligations which were taken by one or another part of Korea in accordance with corresponding military-political treaties and agreements concluded before its reunification. We think that the publication of such a declaration will exert a favorable influence on South Korea".

Taking advantage of the meeting with Kim Il Sung I asked whether he had any comments about the content of the Basic Principles of the Statement of the Soviet delegation at the 15^th UN General Assembly on the Korea issue which I sent him on 7 September.

Kim Il Sung replied that he had again read the basic principles and thinks that all the issues were examined and considered in them and there are no comments. The content of the basic principles was examined and approved at a KWP CC Presidium meeting by all the members presently in Pyongyang.

In the conversation which was held Kim Il Sung provided information on the progress of the talks in Niigata (Japan) about extending the agreement about the repatriation of Koreans to the DPRK. Kim Il Sung said, the Japanese side offered a proposal to limit the period of registration of the Koreans wishing to return to the DPRK to three months and the deadline for repatriation to one year. These proposals are completely unacceptable to us and the Koreans living in Japan since it is impossible to conduct the registration of all those wishing to be repatriated in three months and to ensure transportation within one year. We see in this a political understanding with the South Korean authorities by the Japanese ruling circles. Obviously, Japanese Minister of Foreign Affairs Kosaka gave some commitments on this score during his visit to South Korea. Our side is firmly insisting on an unconditional extension of the Agreement concerning the repatriation of Koreans to the DPRK concluded last year without any changes of the text of the Agreement. If the Japanese do not agree with us then our delegation will break off the talks.

I thanked Kim Il Sung for the information.

For my part I informed Kim Il Sung about my impressions from the visit to the Hwanghae metallurgical works.

Kim Il Sung showed interest in the information and said that he had not been to the works in a year.

Kim Il Sung tentatively said that the KWP delegation to take part in the work of the commission to prepare a document for the upcoming November conference in Moscow of representatives of Communist and worker's Parties will be headed by Deputy KWP CC Chairman Ri He-sun [sic] and the delegation will be composed of: Chief of the CC International Department Pak Yong-guk; Deputy Chief of the CC Agitprop Department Jeong Jun-gi [sic]; and Deputy Chief of the CC International Department Choe Hui-jeong [sic]. Kim Il Sung added that the composition of the delegation will be examined and finally approved today or tomorrow at a KWP CC Presidium meeting.

Present at the meeting and conversation were: Minister of Foreign Affairs Pak Geum-cheol [sic], Chief of the CC International Department Pak Yong-guk; interpreter Choe Won-sik, and Embassy Third Secretary D. A. Priyemsky.
