Protest to the Soviet Union over the Soviet Police’s Suppression of the Demonstrations against the US and their Arrest and Wounding of Chinese Students

To Ambassador Pan [Zili]:

Students were injured by the Soviet police and military during their crackdown on the anti-American demonstrations. Students were also arrested. China intends to publicly disclose to Xinhua News Agency a detailed report of the situation (including photographs) to show the [extent of] the anti-imperialist revisionism in the Soviet Union.

You are requested to please make an immediate protest to the Soviet Foreign Ministry (take note of the attached draft document). In conjuction with other countries', the National Federation of Students shall make a formal written protest to the Soviet Foreign Ministry regarding the treatment [of the students], and to demand apologies for the injuries and arrests.

After the situation has been handled, immediately make a report to the Ministry.

The National Federation of Students shall also issue a protest to the Soviet government and send a message of sympathy to all of the students (whether injured or arrested) no matter what their country of origin.

We may report the measures which we have taken to the Vietnamese ambassador.
