Concerning measures with regard to the organization "Amnesty International"

[No. 206-67]

The committee of State Security [KGB] and the MFA of the USSR reported (No. 1180-A from 7 June 1977) to the CC CPSU about the undermining activity, being carried out by “Amnesty International” against the USSR, about our measures to completely disregard this organization and to refuse official contact with its representatives. The tactic of disregarding “Amnesty International” up to this time, in our view, has shown itself to be fully justified.

The materials, received by the Committee for State Security during recent times, confirm that “Amnesty International” receives financing and actively uses the secret services of the USA, England and other imperialist governments in order to carry out actions of ideological diversion against the USSR, attempts to interfere in the internal affairs of the socialist countries. Thus, from 1978-1980, "Amnesty" realized a series of hostile actions abroad, directed at discrediting the Soviet government and social order, continues to dispatch its emissaries to the USSR with hostile aims, supports the campaign of the boycott of the Olympic Games in Moscow.

Information has likewise been received that the administration of the USA intends to use representatives of "Amnesty International" and materials prepared by "Amnesty" at the Madrid summit with the goal of rendering political "pressure" on the Soviet Union and other socialist countries in connection with the violations of human rights which have supposedly been perpetrated in these countries.

Taking into account the intensifying of “Amnesty International” undermining activity against our countries, it would seem to be expedient to commission the editorial board of the newspaper “Izvestiya” in conjunction with the Institute of Government and Rights of the Academy of Sciences of the USSR and with the consent of the KGB of the USSR, the MFA of the USSR and the Department of Foreign Policy Propaganda of the CC CPSU to prepare and publish a series of exposing materials with the goal of compromising the above mentioned organization before public communities of socialist and capitalist countries.

The draft of the resolution of the CC CPSU is affixed.

Extract on Amnesty International and the KGB's attempts to undermine its anti-Soviet activity. The report states that Amnesty International is funded by imperialist powers, who have the intent of placing pressure on the Soviet Union to change its human rights policies.
