日時9月27日
場所万里の長城往復の車中
大平大臣及び姫鵬飛外交部長、他通訳等。
(以下は会談の要旨)
1.三原則を前文に記入する問題
(姫外交部長)何とか日中国交回復三原則を明記したい。
(大平大臣)原則のみを記入したく、日本国内の事情を御理解願いたい。何れにせよ、日本側の対案を用意しているので帰つてお渡しする。
2.大使交換問題
(姫外交部長)何とか期限を明記するよう配慮願いたい。
(大平大臣)「すみやかに」という日本側の表現をお呑みいただきたい。
日本には次の事情があるので十分御配慮願いたい。先ず在台邦人3,800人の安全の問題があり、台湾側の出方が心配である。次に在京台湾大使館が直ちに断交するのか、更に居座ろうとしているのか先方の出方が全く不明である。但し、もし先方が何時までも引きあげないようであれば断固とした措置をとるので理解してほしい。
3.平和友好条約
(姫外交部長)日本側の考えをおたずねしたい。
(大平大臣)平和友好条約を結ぶための交渉を開始すべきであるというのが日本側の主張であるが、何らかの方法でこれを共同声明にもりこむことには異存はない。しかし同条約締結前にも航空協定等の実務条約を締結したい。
(姫外交部長)異存ない。但し一番頭の痛い問題は航空協定で、各国から締結したいとの申し込みが来ている。しかし、中国と日本は、カナダ等と異なり近隣であるので、話し合えば妥協可能である。
4.軍国主義についての表現
(大平大臣)今次田中総理の訪中は、日本国民全体を代表して、過去に対する反省の意を表明するものである。従つて、日本が全体として戦争を反省しているので、この意味での表現方法をとりたい。
(姫外交部長)中国は日本の一部の軍国主義勢力と、大勢である一般の日本国民とを区別して考えており、中国の考えは、むしろ日本に好意的である。
5 戦争終結問題
(姫外交部長)戦争状態終結の時期として、「今後」との表現があるがこの意味が不明である。日本側のお考えを聞きたい。
(大平大臣)それとも「共同声明発表の日」との表現方法をとりますか?何れ帰つてからよく考えてみましよう。
(姫外交部長)この点われわれ中国側も一番頭を痛めている点である。
6.「反省」等のことばの問題
(姫外交部長)「反省」と「めんどう」との表現方法は軽すぎはしないか。(大平大臣と姫部長との間で「反省」のニュアンスについて双方で意見を述べ合う)
7.共同声明発表の時期
(姫外交部長)共同声明を今晩、明朝中にも発表出来るように努力したい。ニクソンの時のように上海で発表するようなことはさけたい。
(大平大臣)お考えには賛成である。

(The following is a summary of the conversation)
1. Regarding the Inclusion of the Three Principles in the Preamble
(FM Ji) I want to somehow clarify in writing the Three Principles for the Restoration of Relations between Japan and China.
(FM Ohira) We hope for your consideration of Japan’s domestic circumstances in understanding our position to only include the principles. In either case, we are preparing an additional proposal, which we will convey to you after we have left.
2. Regarding the Exchange of Embassies
(FM Ji) We hope for your consideration of clarifying the timing.
(FM Ohira) We hope that you will consider our proposed wording, “speedily.”
We hope for your consideration given the following reason. First, we are concerned for the safety of 3,800 of our citizens currently in Taiwan and how Taiwan will act. Additionally, whether Taiwan will halt the functions of its embassy in Tokyo or if they intend to stay longer, we do not know how they will act. We will take the necessary measures if they stubbornly do not withdrawal after a given time. So, we hope for your consideration.
3. Regarding the Treaty of Peace and Friendship
(FM Ji) I want to ask what Japan thinks about this topic.
(FM Ohira) It is our position to start negotiations to conclude a treaty of peace and friendship. However, we are not opposed to somehow including this into the joint declaration. However, prior to concluding the treaty of peace and friendship, we would like to first conclude other agreements, such as a bilateral air traffic agreement.
(FM Ji) I have no objections. However, air traffic agreements may be the most difficult. We already have many other countries that have approached us wishing to conclude similar agreements. However, because Japan and China are close together, unlike Canada, it may be easy to find compromises.
4. Regarding the Expression “Militarism”
(FM Ohira) Prime Minister Ohira’s current visit to China, as the representative of the entirety of the Japanese people, is an expression of the feeling of repentance over the past. As the entirety of the Japanese people are repentant over the war, we hope for this trip to express this.
(FM Ji) The Chinese people differentiate between the majority of the ordinary Japanese citizens and the militarist part of Japan. China thinks rather well of Japan.
5. Regarding the End of War
(FM Ji) Regarding the timing of the end of the state of war, the word “henceforth” is used. It is unclear as to what this means. Please clarify your thoughts.
(FM Ohira) Would you rather we use the wording “the day of the joint declaration”? In any case, we will think it over after we return to Japan.
(FM Ji) This is also the point that we are most having difficulty with.
6. Regarding the Word “Repentant”
(FM Ji) Are not the wordings “repentant” and “bothersome” too light? (Foreign Minister Ohira and Foreign Minister Ji exchange opinions regarding the nuances of “repentant”)
7. Regarding the Timing for the Announcement of the Joint Declaration
(FM Ji) We want to try to make the announcement for the joint declaration by tonight or tomorrow morning. We want to avoid making the declaration in Shanghai like [US President Richard] Nixon.
(FM Ohira) I agree with your thoughts.
