Received telegram of October 8.
Concerning the pros and cons of Pakistan establishing a Consulate in Xinjiang, the opinions of the Xinjiang Autonomous Region Party Committee are as follows: Xinjiang is a borderland of ethnic minorities and the minority religious problem is complicated, so from the consideration of the Xinjiang region, after Pakistan establishes a Consulate in Xinjiang they will not only engage in intelligence-gathering activities, but it will also be harmful for the unity of China’s minorities, so it will do only harm, no good, to our work, and is thus unsuitable. But, if the Central Committee, in considering entire international situation and the national benefits, needs to permit Pakistan establishing a consulate in Xinjiang, we will also agree.
