CODED MESSAGE INCOMING Nº 2511
from Alma-Ata
to PAVEL, to PETROV
1. On 15 July in the area of Yamatu [sic], which is 70 km south of Dörbiljin [Emin], a rebel detachment from the population of the Tarbagatai [Tacheng] District engaged in battle with a detachment of Chinese troops of undetermined strength consisting of Russians, Kazakhs, and Uyghurs attacking to the southwest. The battle continues.
2. According to intelligence information in the region of Kuqa [Kuche] in the south of Xinjiang the Chinese have begun to confiscate stoves, crockery, and horses, and forbidden the population to leave with livestock. All the livestock has been concentrated in the area of Bay [Baicheng]. The heat and lack of forage has caused a great loss of livestock. The mood of the population is tense.
3. The Chinese continue to bomb and strafe rebels positions in the area of Yun [sic]-Jinghe [Jing] with single aircraft and are conducting reconnaissance in the direction of Takiantszy [sic] and Dzhimpan' [sic].
4. I received your Directive Nº 362 on 17 July. In connection with the situation noted in the region of Kuqa and Bay, I consider it advisable to send a detachment of rebels of up to 150 men to the region of Bay-Aksu [Akesu] for partisan operations. Such a detachment has been trained and "Sadyk" [sic] is taking an active part in this. The detachment is being headed by Sufy Akhun SURBAYEV [sic], an Uyghur from Aksu and a company commander of Chinese troops who has come over to the side of the rebels from the region of Shikho [sic].

Ninety men, Chinese Uyghur soldiers, also from Kashgar [Kashi] who have crossed to the side of the rebels with SURBAYEV, are in the detachment. From the moment of [their] crossing SURBAYEV and his soldiers have been in the service of VTR [East Turkestan Republic] forces and have proven themselves.
A group of Uyghur authorities having ties in the south headed by a member of the government is being sent along with the detachment. The former will be supplied with newspapers, leaflets, and letters of "Sadyk" to the authorities in Aksu.
It is inadvisable to organize a broad operation in the south for now, chiefly because of a lack of the forces needed for this. The operations of the detachment of SURBAYEV being sent will be a test of the ability and advisability of an operation on Kashgar.
