REPORT

CONCERNING THE WORK OF THE XINJIANG PROVINCIAL PARTY Committee

from January 1943 through March 1945

Foreword: Over two years have passed since the Xinjiang provincial Party committee was created on 16 January [1943]. At [a moment] when the 6th GMD [KMT] congress is pursuing its work it is advisable to draw up a report about the state of work of the Committee and submit a report for the consideration of the congress. To begin with, for brevity a brief description is given of the work situation and the process of the creation and organization of this committee.

 

Xinjiang is very remote. It borders a strong neighbor and has long been considered an important region of national defense. The province is ethnically diverse, disturbances break out all the time, there is no [Party] influence, the population's convictions are diverse, and have even reached the point that a dangerous situation [has developed] which put the foundations of the country under threat. Understanding this, in 1942 the center reorganized provincial governments and created a Party committee. Then with the sanction of the 5th TsIK plenum the Permanent Committee decided in its 217th meeting, "Assign Sheng Shicai as chief of the Xinjiang Provincial Executive Committee, [and] Huang Rujin, Hong Gui, Zhang Datong, Yu Zhenlian, Lin Boya, and Zhang Zhizhi as members of this committee, appointing Huang Rujin to also serve as General Secretary. Henceforth the following are additionally assigned as members of this committee: Li Yingqi, Li Pulin, Cheng Dongbai, and He Gengguang.

 

On 6 January 1943, the chief and Committee members, with the exception of Zhang Datong and Hong Gui, who had not yet begun work, swore the oath and started work. The center sent Liang Hancao especially to receive the oath. This Committee was officially created after the ceremony was conducted.

 

In March 1943 with the sanction of Zongzai [sic] Li Pulin and Cheng Dongbai were removed from [their] posts and replaced by Song Nianzi and Liu Yongxiang. In [unreadable month, possibly June] members Zhang Datong and Hong Gui were removed from [their] positions. Xu Guanyu and Dong Shiquan were appointed in their places. On 1 January 1944 Yu Zhenlian retired. The center sent Jin Shaoxian [sic], Wang Liting, and Zhang Guangqian in addition as members. In view of the fact that the [amount] of work had increased permission was received to reorganize the departments into a bureau. Committee member General Secretary Huang Rujin was appointed chief of the secretariat [and] Committee member Lin Boya was appointed Chief of the Organizational [Instructional] Bureau, [and] Dong Shiquan [was appointed] Chief of the Bureau of Propaganda. On 11 August, great changes were made in the composition of the officials of the province's political bodies. [Committee] member and General Secretary Huang Rujing, [Committee] member and Bureau chief Lin Boya, Dong Shiquan, [Committee] member Zhang Zhizhi, Secretary Chen Tao, Department chief Wang Zuhui, Ding Yanpu [sic], Chief Accountant Yi Kebing, Chief of the Organization Department He Hangqi, 13 district secretaries, members of Party committees of directly subordinate [regions], and many Party members were imprisoned, and the work of the Committee was halted.

 

Sheng Shicai left Xinjiang in September. Zhu Shaoliang became the acting chief of the Committee. Wang Liting temporarily became responsible for work inside the Committee along with Xu Guanyu and Jing Shaoxian.

 

In October Wu Zhongxin, who had been appointed chief of the Committee, arrived in Xinjiang. In November with the sanction of the Center the Permanent Committee rendered a decision at its 258th session: "Sheng Shicai, the chief of the Xinjiang Provincial Executive Committee, is to be recalled from Xinjiang and Wu Zhongxin was appointed in his place".

 

The acting [chief], Huang Rujing, combined with the responsibilities of General Secretary, could not cope with the responsibilities, and therefore Cheng Xihao is appointed the acting [General Secretary]. In view of the fact that [Committee] members Huang Rujing, Zhang Zhizhi, Lin Boya, Dong Shiquan, and Liu Yongxiang could not cope with their responsibilities, Gao Boyu, Song [one name element unreadable]sheng, Wang Changyan, Zhou Kuntian, and Zhu Yonghua were assigned to replace them; [Committee] member Li Yingqi is to be transferred to other work and Xie Yongcun is appointed in his place". Then this Committee [officially] appointed General Secretary Cheng Xihao as Chief of the Secretariat, and with the sanction of the center [Committee] members Xie Yongcun [sic] and Song Fusheng were appointed chiefs of the Organizational Instructional Bureau and Bureau of Propaganda respectively. All the listed members began to carry out their responsibilities on 1 January 1945. Until this time Jing Shaoxian was acting General Secretary, and Wang Liting and Xu Guanyu were Chief of the Organizational Instructional Bureau and Bureau of Propaganda respectively. [Committee] members Huang Rujing, Zhang Zhizhi, Dong Shiquan, and Lin Boya returned to Chongqing. Committee member [Zhang] Guanqian [SIC, previously spelled Guangqian] has still not begun work; in the winter of 1944 [Committee] members [SIC] Sheng Shicai left Xinjiang for Chongqing, and soon after arrival in Xinjiang [Committee] member Wang Changyan left for Chongqing and still has not returned. [Committee] member Gao Boyu was also appointed to be the special authorized representative of the 6th region for administrative control and lives in Altay. [Committee] member Zhu Yonghua is [en route] to Xinjiang. All business matters and personnel matters have been settled. The secretaries of district Party committees have already been appointed and the majority have also been appointed as district chiefs. Work of all kinds continues to develop.

 

Summarizing the above, the work of this Committee can be broken down into four periods:

 

The first period from January through December 1943 was the period of initial creation. Although a shortage of personnel and material resources was felt in this period the work nevertheless was done successfully and the established plan was for the most part fulfilled.

 

The second period from January through August 1944 was a period of the development of the work. All work was done according to the annual plan. After the reorganization of the departments into bureaus the work started to be done more intensively.

 

The third period from August through December 1944 was characterized by a work slump. After the events in the provincial administrative circles a number of senior officials of the Committee were imprisoned, could not carry on work, and were imprisoned for two months. Accordingly, work was temporarily halted by virtue of the circumstances. Party activity in the province began to be done quite recently and, subjected to such a serious blow, what an annoyance, that it led to a decline.

 

The fourth period since 1 January 1945 is a period of rebuilding. After an official reorganization of the provincial Committee was done, after General Secretary Cheng Xihao, Xie Yongcun, and Song Fusheng began work senior officials were appointed for each type of work, new changes were required, and the work began to be carried out on a new basis. Soon everything will be put in order.

 

However, the calamities caused by the bandits have still not been eliminated, the railways are also very encumbered, prices have risen, and expenses have increased. All these issues are very serious and will require redoubled efforts in the future.
