Buenos Aires, 15 Dec 1969 Minister:
I have the honour of address Your Excellency in reference to the negotiations maintained by this NATIONAL COMMISSION with its counterpart in Brazil, with respect to the arrangement of a collaboration agreement.
As I have informed this Foreign Ministry, the first conversations in that direction began in Buenos Aires in the end of 1967, at the occasion of the visit of the President of the NATIONAL NUCLEAR ENERGY COMMISSION of Brazil, General Uriel DA COSTA RIBEIRO, with seven other Brazilian officials.
Later, a delegation of technicians from this NATIONAL COMMISSION, headed by the undersigned, travelled to Rio de Janeiro to continue conversation and determine the areas of greater interests for an exchange programme between the two institutions.
I have informed this ministry about the results of this mission through a “SECRET” note in the moth of April 1968, in which I attached a detailed analysis of the Brazilian situation in the nuclear domain and the possibilities for cooperation with Argentina.
I thought it was interesting to attach to this a synthesis of the mentioned report to abbreviate Your Excellency’s reading of it.
The precedent exposed point to the convenience of formalising and channelling the established relationships through the signing of a collaboration agreement.
This agreement could be from country to country or well from commission to commission. In our judgement this last formula is the most expeditious and will allows us to swiftly establish an exchange programme with the Brazilian Commission.
I submit to the consideration of the Minister the stated suggestion, urging you to make your instructions on this issue reach me.
