I have acknowledged Shri Raghavan’s letter below. This letter makes interesting reading. Paragraph 7 is important. Since in our present financial difficulties it is not possible to open more missions in South and Central America, I think we should consider once more the question of accrediting our Ambassadors in Chile, Argentina, and Brazil to other countries in Central and South America. At least we could authorize them to pay goodwill visits once or twice a year.
