Note by Foreign Secretary Subimal Dutt on Antarctica

 I think that we should not put in the question of Antarctica as a specific item. The South American countries, particularly Chile and Argentina, are very sensitive on this subject and we will needlessly be antagonizing them. We might include the other two subjects, but you should consult with the Defence Minister
