顾大使并转叶部长机密。蔡斯昨自韩返台,向总统面报各项。(一)艾森豪召集会谈时曾议及使用国军问题之得失,惟一切无决定。(二)蔡斯及克拉克曾向艾在韩使用国军两师并配以我陆战队坦克队及空军,至其所需装备则须在韩、[X][X]名由[X][X]往。(三)雷德福

建议以驱逐舰两艘予我。[X]亦无决定。蔡斯继谓派遣军队赴韩之事为有决定。当由外交途径向我商洽,彼并未受命转达等语,总统当告以。台湾本身安全问题须先解决,我始能考虑派遣军队赴韩问题。第七舰队只能协防台湾附近海面,至于台湾本岛必须在本岛陆上有喷射机[X]

备,始能臻于安全,否则一般民心必将对共匪之可能的空中突击群怀恐怖,因此种空中突击可能给予本岛以不可补救之伤害云云。特密供参考。王世杰,亥齐(十二月八日)。
