We think that Harriman with Truman’s message ought to be received in view of the President’s request, and also in view of the fact that the Americans have taken the initiative upon themselves in the question of the further discussion of what happened at the London session of the Council of Ministers. Molotov, Beria, Malenkov, and Mikoyan suggest receiving American Ambassador Harriman at President Truman's request but argue that Harriman should not be made aware of Stalin's location.
