This document is the transcript of a discussion between Zhou Enlai and Ion Gheorghe Maurer, which included the topic of the continuing the North Vietnamese armed struggle while also entering into negotiations, the suggested unification of Socialist Bloc countries in their policies toward Vietnam, and Soviet military aid to the Democratic Republic of Vietnam.

This conversation consists of a briefing on the situation in Vietnam, including the failures of recent US military plans, US military escalation, and the topics discussed by the Vietnamese Worker's Party delegation with the Soviet Union Communist Party in Moscow.

Ji Denggui and Ilie Verdeț discuss bilateral relations between China and Romania, nuclear proliferation and diarmament, Soviet-American relations, Comecon, European security, US policy toward Taiwan, Japan-Soviet relations, and economic development in China and Romania, among other topics.

Zhou Enlai, Maurer, and Ceausescu discuss US military engagement in South Vietnam and USSR's response.

Ceauşescu was sent in the USSR by Gheorghe Gheorghiu-Dej to establish a meeting between Gheorghe Gheorghiu-Dej and Nikita Khrushchev. During the meeting, Nikita Khrushchev said to Nicolae Ceauşescu: “By sending missiles to Cuba, we ourselves put our head in a bind. I know comrade Gheorghiu-Dej was upset that I had not informed about sending missiles to Cuba. And he has been rightly upset."

Manescu reports on the discussions of the government delegation of the PRR with the CPSU and Soviet State leaders on 23 October 1962. They discuss mostly relations with Southeast Asian countries.

Nicolae Ceausescu meets with the head of the Korean delegation to Romania, Jeong Jun-taek, regarding the DPRK's efforts for peaceful reunification of the Korean peninsula. They discuss at length the political situation of South Korea, the US and Japan's role, and end with negotiations on economic aid for the DPRK.

Letter from Nikita Khrushchev to Gheorghiu Dej, informing the Romanian leadership of the decision taken by the Soviet leadership to withdraw the Soviet Red Army troops from the territory of Romania. Military and security services advisors will however remain in place until 1963.
