This document is the transcript of a VOA broadcast citing part of the Radio Liberation program mentioned in the 25 May TASS bulletin.

This TASS bulletin containing the transcript of a Radio Liberation broadcast urging Soviet forces stationed in East Germany to “return to the barracks” was sent to top Soviet officials. Radio Liberation, later to be renamed Radio Liberty, went on the air in March 1953.

Soviet General, Tarasov, reports on the situation in the GDR and in the city of Berlin on the morning of 18 June, 1953. He primarily discusses the location and movements of sectors of the Soviet Occupation Forces in Germany.

Malenkov, Khrushchev, and Mologov express negative opinions about Beria’s proposals about the ‘German question,’ accusing him of sympathizing with the ‘imperialist’ side in his plan for a neutral Germany. Bulganin accuses Beria of threatening the positions of the current Ministers in the Presidium if they rejected his ‘bourgeois’ proposals.

Grechko and Tarasov report on the calm state of Berlin. Some attempted riots and demonstrations have occurred in other cities throughout the GDR, but have been suppressed by the Soviet Occupation Forces in Germany. Intelligence information suggests that US forces have been put on alert at this time.

The Soviet Control Commission in Germany reports statistics and a detailed assessment to Malenkov, analyzing the migration of the East German population to West Germany. It also includes proposals for implementing measures to prevent further departure from the GDR.

General Secretary of the CPSU CC, Brezhnev, reports to Khrushchev about the New Course of the SED and the political mood of the population of the GDR. Although improvements are being made and productivity is increasing, there is still a general lack of popular support and trust in the decisions of the SED.

This contains resolutions regarding proposals for Soviet aid and planned measures in the GDR for economic policy and development.

Sergei Dengin states that a series of strikes are occurring in the Soviet Sector of Berlin, following the East German Uprising. It is reported that GDR inhabitants are generally dissatisfied with the under allocation of food products, steel, electricity, and other resources. Jendretzky has agreed to take measures to improve the supply of resources, strengthen government authority, and control the spread of provocative rumors.

This memorandum outlines proposals for measures that should be taken in order to implement a new political course in the GDR, with a focus on economic development and increased standard of living.
