Memorandum of Conversation between Anastas Mikoyan and Mao Zedong

Mao discusses the formation of a coalition government and when best to form the government. Mao discusses his strategies against Bai Chongxi and the strength of the CCP forces. Mao also discusses the representative office of the VKP(b) CC with the CCP CC, running the military districts, Guomindang naval forces, the conditions of workers, the cadres, professional unions, working youth and women, talks with the Guomindang government, foreign trade, and the foreign policy of the CCP.

Record of the First Meeting between Premier Zhou and Prime Minister U Nu

Zhou Enlai and U Nu first talked about the decision made on the Geneva Conference regarding the armistice in the Korean Peninsula and the role of the US in it. Then they talked about the elements that complicated the Sino-Burmese relations and the need for building mutual trust and signing a non-political agreement. They also discussed the principles they would have in a joint statement before the signing of this potential agreement.

Memorandum of Conversation between the Soviet Ambassador in Egypt D.S. Solod and Egypt’s Prime Minister G. Nasser

President Nasser discusses a Soviet-Egyptian arms deal and claims he is pleased with the agreement. However, he worries that Britain will no longer supply arms to Egypt as a result of this agreement.

Memorandum from Holsey G. Handyside, 'Status Report on Proposed Nuclear Safety Talks with the French'

Holsey G. Handyside reports on a meeting with Christopher J. Makins, First Secretary of the British Embassy. Handyside informs Makins that organizational meetings for the US-French nuclear safety talks were planned for May 4-5. The talks will not include any Restricted Data that the French do not already have. Handyside reiterates that the French are not aware that the British have been informed of the exchange. He also asked Makins for his opinion on why the British government has repeated asked for status updates about the talks.

Cable from Holsey G. Handyside to Ronald I. Spiers, 'Guidance on Nuclear Weapons Safety Talks with French'

Handyside sends guidance for discussions with British diplomat Clive Rose on US nuclear assistance to France. The cable outlines points of discussion and emphasizes the secret nature of these talks as "we do not plan to inform French of fact that we are keeping UK generally informed."

KGB Active Measures in Southwest Asia in 1980-82

Materials provided by former KGB archivist Vasili Mitrokhin to CWIHP, following the publication of the Working Paper No. 40, "The KGB in Afghanistan." As with all Mitrokhin’s notes, his compilation on Soviet “active measures” in South and Southwest Asia is based on other smuggled-out notes and was prepared especially for CWIHP. Outlines the KGB’s response to the USSR’s signing of the Helsinki Accords in 1975. The accords obligated signatories to respect their citizens’ human rights. This gave Soviet dissidents and westerners leverage in demanding that the USSR end persecution on the basis of religious or political beliefs.

Some of the KGB’s active measures included the establishment of a charitable fund dedicated to helping victims of imperialism and capitalism, and the fabrication of a letter from a Ukrainian group to FRG President Walter Scheel describing human rights violations in West Germany. The document also mentions that the Soviet Ministry of Defense obtained an outline of the various European powers’ positions on human rights issues as presented at the March 1977 meeting of the European Economic Community in London from the Italian Foreign Ministry.

The KGB also initiated Operation “Raskol” [“Schism”], which ran between 1977 and 1980. This operation included active measures to discredit Soviet dissidents Andrei Sakharov, Yelena Bonner, and Alexander Solzhenitsyn, measures designed to drive a wedge between the US and its democratic allies, and measures intended to convince the US government that continued support for the dissident movement did nothing to harm the position of the USSR.

Operation MANUEL: Origins, Development and Aims

Comrade Josef Houska submits a document concerning issues related to cooperation with the Cuban intelligence service especially the Operation MANUEL to the Central Committee of the Communist Party of Czechoslovakia. The Operational MANUEL started in 1962 when the Cuban intelligence asked the Czechoslovak resident in Havana to arrange a transit through Prague for Venezuelan nationals who underwent guerrilla training in Cuba. In 1964 talks were held between Cuban and Czechoslovak intelligence services but no formal agreement of the tasks and responsibilities was concluded between the two. The Soviet government was informed about the Operation MANUEL and stated its agreement with the project. Houska says that the main objective of the operation is the education and training of revolutionary cadres from Latin America and the organization of combat groups. Participants of the operation were not confined to cadres from among the ranks of communist parties but also included members from various nationalist and anti-American groupings. The routes of individual participants in the operation were determined by the Cuban intelligence service who mainly directed the Operation MANUEL. Houska says problems that arisen in the course of the operation were solved in collaboration with Cuban and the Soviet authorities. The document cautioned about counter-espionage institutions' increasing interests in the operation and the fact that the US intelligence service agents were among the operation participants. Houska says refusal to offer assistance would have a negative impact on Cuba and Czechoslovakia would lose control over the operation.
