Volkov, the Chairman of the Moldavian SSR KGB, maintained that an all-out offensive was required, including the use of âpersons of trust from among the ranks of people of science, culture and art,â in order to neutralize âthe subversive activity of the adversaryâ by identifying and isolating the âemissaries of the adversaryâ and imposing âpermanent and reliable operational controlâ over them.
