Minutes of the Fortieth Session of the Brazilian National Security Council

Guidelines for the Brazilian nuclear policy in Costa e Silva’s government (1967-1969) and defines the diplomatic attitude of Brazil regarding the negotiations of the Non-Proliferation Treaty (NPT). During the meeting of the National Security Council, participants agreed on the need to cooperate with another country to start a national nuclear program. On the NPT negotiations, the members of the National Security Council agreed to establish a condition to adhere to the Treaty: the defense of the right to develop peaceful nuclear explosions. Several ministers defended the possibility of using nuclear energy in the future for international security reasons.

Memorandum, Ambassador Paulo Nogueira Batista, Information for the President of Brazil, 'Enrichment of Uranium'

A secret report addressed to Minister of Foreign Affairs Mario Gibson Barbosa by Amb. Paulo Nogueira Batista (Brazilian Embassy, Bonn) describing alternatives for the establishment of comprehensive, long-term nuclear agreements between Brazil and a “country to be defined.” The report suggests that given the trends in uranium production in the US and Europe, Brazil needed to either associate itself with France to purchase gas diffusion technology or develop, together with Germany, ultracentrifugation or jet nozzle technologies. The notion was that “countries that decide to develop their own enrichment capacity will not only occupy a privileged competitive position but also will become part of an oligopoly with obvious political implications.” Nogueira Batista was worried, however, that Germany might not be able to offer Brazil centrifugation technology under existing obligations.

Special National Intelligence Estimate, SNIE 91-2-82, 'Argentina’s Nuclear Policies in Light of the Falkland’s Defeat'

Argentina, like its neighbor, Brazil, was determined to develop an “independent nuclear fuel cycle,” with the capacity to reprocess plutonium and enrich uranium. Also like Brazil, Argentina was one of the few Latin American countries to refuse to sign the Nuclear Nonproliferation Treaty. Thus, Argentina’s nuclear activities were under routine scrutiny to see if they involved anything that suggested an interest in a weapons capability. US intelligence agencies continued to monitor developments but perspectives shifted as Argentina’s domestic politics evolved. Prepared after the Argentine-British conflict over the Falklands Islands, in which Washington helped London, this special estimate professed “great uncertainty” over Argentina’s nuclear intentions. While “emotionally” the Argentine military leadership was interested in a weapons option, it had “reduced capability to fulfill this desire.”

In a statement Horwood said that South Africa's nuclear program was for peaceful purposes, but that if it choose to, the country would make the decision to develop weapons "according to its own needs and it alone would make the decision."

Phone Interview with Edwin Kintner by Avner Cohen and Marvin Miller

Transcript of a phone interview with Edwin Kintner by Avner Cohen and Marvin Miller. Edwin Kintner (1920-2010) was a distinguished nuclear engineer and senior staff member of the US Atomic Energy Commission (AEC) through the 1960s and 70s who participated in at least two US inspection teams sent to the Dimona nuclear facility. Kintner recounts how thoroughly he and his partners searched the Dimona site for evidence of plutonium reprocessing activities and expresses shock upon learning that he and his team had been fooled all along.

Memorandum, Minister Saraiva Guerreiro, Information for the President of Brazil, 'Brazil-PRC. Nuclear Energy'

Memo from Foreign Minister Saraiva Guerreiro to President João Batista Figueiredo on the current state of, and potential for the future of nuclear cooperation with China, in the follow-up to the presidential visit to Beijing. Guerreiro recalls that, since China was also not a party to the NPT, nuclear cooperation and purchase of material, like the uranium acquired in 1982, would not be subjected to full-scope safeguards, preserving the “sovereignty of Brazil’s nuclear program.” Guerreiro mentions a study by the National Security Council, the Nuclear Commission, Nuclebrás and the Foreign Ministry on the commercial and technological potential for an agreement with China, similar to the ones that Brazil had already signed with “other developing countries, namely those that are not members of the NPT.” One such agreement, Guerreiro suggests, could be signed during President Figueiredo’s upcoming visit to Beijing.

On the eve of the trip of American Secretary of State George Shultz to Brazil, the American officer responsible for the Brazilian desk at the Department of State conveys to the Argentine Embassy in Washington that the United States would appreciate an initiative toward the implementation of a system of mutual inspections or a joint declaration in which both countries would renounce the development of a nuclear device, the same two points proposed by American Congressman Paul Finley in 1977.

Hungarian Ambassador to Cuba János Beck summarizes the current relations between Cuba and other socialist nations. The Cuban Missile Crisis revealed problems in Cuba—weak communist party, a focus on world revolution rather than economic development—and stalled relations between Cuba and socialist countries.

Memorandum of Conversation, Chinese Officials and the Hungarian Ambassador to China

Martin, the Hungarian ambassador to China, is involved with several conversations with Chinese officials before returning to Hungary, and the three highlighted conversations are with Zhu De, Chen Yi, and Zhou Enlai. Among other international issues, Zhu De discusses imperial attempts to restore capitalism in socialist countries and references “revisionism” in Hungary, to which Martin responds defensively. Chen Yi discusses Chinese industrial and economic development. Zhou Enlai discusses recent Chinese struggles, and interprets Martin’s reaction as distrust.
