Under Secretary of State for Political Affairs Lawrence Eagleburger forwards to "Pik" Botha a US assessment of Soviet strategy and actions in Southern Africa. The assessment notes that by decreasing the security concerns of Angola and Mozambique, they would decrease their dependence on the Soviet Union, and that, because of this, overt military intervention should be avoided.

Chester Crocker writes to R. F. "Pik" Botha about the importance of not responding to the recent Cuban/Angolan communique. Crocker warns against giving the Cubans an excuse to keep their troops stationed in Namibia, and points out that it is likely a distraction for concessions the Cubans and Angolans are about to make to South Africa and the United States.

The ROK-US airlift military exercise "Freedom Vault" raises tensions with North Korean. The timing of the exercise may also bolster the current administration's prospect for reelection. Additionally, ROK troops are replacing US troops in the DMZ.

German military commanders meet with Marshal Kulikov following the evaluation meeting by the joint operative-strategic Command Staff Exercise "SOYUZ-81." Kulikov states that the military exercise was called to support Polish leaders Jaruzelski and Kania and so "a certain pressure should also be exerted upon the leadership of 'Solidarity.'"

Cipher Message 3235-8/223, Warsaw to Minister of National Defense of the Polish People's Republic Division General Cde. W. Jaruzelski

Because the Warsaw Pact has recently conducted a large number of military exercises and the costs of doing so, and given the present military occupation of Czechoslovakia, Soviet Marshal Yakubovsky proposes postponing the October joint military exercise to the following year. Yakubovsky solicits Polish General Jaruzelski's opinion on the matter.
