The draft resolution of the Central Committee of the All-Union Communist Party (bolshevik) (CC VKP(b)) printed below sharply criticized Soviet media that "inadequately mobilize Soviet people to raise their vigilance against the intrigues of imperialist aggressors" with "pacifist arguments," that ignore the "aggressive measures and plans" of imperialism, and neglect "Marxism-Leninist teaching on the character, sources and causes of war."

Telegram from Soviet Envoy G. Zhukov to CC CPSU

Soviet envoy to the UN, G. Zhukov, reports to the Soviet leadership on his discussion with US diplomat John McCloy. The US diplomat said that the US hoped the U2 spy plane pictures taken the day before will show that the withdrawal of Soviet Missiles was proceeding as agreed. Provided that progress was made on the issue of Cuba, further cooperation between the two superpowers was possible, including an agreement on an atmospheric test ban and on the militarization of the outer space.

The Chinese Foreign Ministry reports on a visit by the French Minister of State Andre Malraux to China. Malraux came in part to act as a peace broker for the United States and proposed a plan to Zhou Enlai to divide Vietnam. Zhou rejected the proposal.

Chinese Foreign Ministry Circular, 'Talks Between the Ghanaian Mission and the DRV'

The Chinese Foreign Ministry reports on a visit by the President of Ghana, Kwame Nkrumah, to North Vietnam as part of a British commonwealth initiative to mediate peace talks between the US and the Democratic Republic of Vietnam. The DRV rejected the Ghana overture on the grounds that it was "designed in reality to bypass the Geneva Accords to get the United States and the DRV into direct talks while countries like Ghana help the United States by pressuring the DRV." The circular then gives instructions to the Chinese embassies on how to deal with questions about the mission.
