The Ministry of Foreign Affairs has made a serious mistake in the question of the deadline for the realization of our oil concession in Iran. The seven-month period runs out in October, but the elections to the Majlis have still not been set, yet it is not apparent that the Ministry of Foreign Affairs has taken any steps to realize the concession before the deadline provided by the 24 March 1946 agreement between the USSR and Iran. Who permitted Sadchikov to extend the seven-month period for another two months, and what was the role here of the Ministry of Foreign Affairs is not clear. What guarantee is there that the deadline will not be extended another seven months? There is a danger that the concession might remain undecided with such strange behavior of Sadchikov in this question and the non-intervention of the Ministry of Foreign Affairs which is incomprehensible to me. It is necessary for Molotov and in general the six to immediately intervene in this matter and demand that Qavam observe the agreement. Immediately draft a Ministry of Foreign Affairs note at night. Stalin expresses his outrage that Soviet Ambassador to Iran I. V. Sadchikov extended the deadline for the realization of the Soviet Union's oil concession in Iran and insists that the Ministry of Foreign Affairs immediately draft a note demanding that Qavam implement the oil concession agreement.
