During a discussion on Sunday, 21.1.1979, in Leipzig, Ehssam Tahari, member of the Executive of the Tudeh Party's Central Committee said:

"On January 15, 16, and 17 the Executive of the Tudeh Party of Iran's Central Committee met in Leipzig. On the agenda was the problem of the leadership of the Tudeh Party of Iran.
Comrade Gholam Daneschian, member of the Executive of the Tudeh Party's Central Committee, arrived from the USSR with a suggestion. After the session of the members of the Executive of the Tudeh Party's Central Committee, he proposed:

1. In the place of comrade Iraj Eskandari, to draft Nureddin Kianuri (Secretary of the Tudeh Party of Iran's Central Committee) as First Secretary of the Tudeh Party of Iran's Central Committee.

2. To draft Jafar Mizani (member of the Executive of the Tudeh Party of Iran's Central Committee), Manu-Tschehr Behzadi (member of the Executive of the Tudeh Party of Iran's Central Committee), and Anuschirawan Ebrahimi (member of the Executive of the Democratic Party of Azerbaijan's Central Committee) as Secretaries of the Tudeh Party of Iran's Central Committee.

3. To draft Amir-Ali Lahrudi, member of the Executive of the Tudeh Party of Iran's Central Committee (member of the Democratic Party of Azerbaijan's Central Committee and worker in the Department of Propaganda in the Democratic Party of Azerbaijan's Central Committee) as member of the Executive of the Tudeh Party of Iran's Central Committee.

Comrade Gholam Daneschian had already spoken earlier about his proposal with the authorities of the Communist Party of the USSR, who affirmed him.

We members of the Executive of the Tudeh Party of Iran's Central Committee ratified the proposal from comrade Gholam Daneschian without discussion. Afterward the new Secretaries of the Tudeh Party of Iran's Central Committee and the new member of the Executive of the Tudeh Party of Iran's Central Committee, Amir Ali Lahrudi, were introduced to the comrades working in the office of the Tudeh Party of Iran's Central Committee in Leipzig. In doing so, Nureddin Kianuri said: "I do not consider the drafting of Kianuri as a victory for my agenda, but rather as a task that the Executive has given me."

When asked how comrade Gholam Daneschian justified his proposal to the Executive of the Tudeh Party of Iran's Central Committee, Ehssan Tabari, a member of the Tudeh Party of Iran's Central Committee, answered:

"Nothing was said on this point. Comrade Gholam Daneschian only said: The work of the party in Iran must be led by comrades who are in direct contact with comrades in Iran and who are active."

Upon noting that according to a state of the Tudeh Party of Iran a member of the Executive or the Secretary of the Party's Central Committee must be elected by the Party's Central Committee, and that the Executive of the Party's Central Committee does not have the right to draft someone to be a member of the Executive of Secretary of the Central Commmittee of the Party, Ehssan Tabari answered:

"At some point the Tudeh Party of Iran's Central Committee will meet and confirm the drafting as has occurred other times. That is common in all Communist Parties. The Soviet authorities have already confirmed those who were drafted."

The violation of the statute and the norms of the Tudeh Party of Iran is a habit of the Tudeh Party of Iran's Central Committee. Almost all members of the Central Committee and all Secretaries of the Central Committee were drafted.

The Executive of the Tudeh Party of Iran's Central Committee consists of:

1. Nureddin Kianuri, 1st Secretary of the Central Committee
2. Hamid Safari-Astarai, Secretary of the Central Committee
3. Jafar Mizani, Secretary of the Central Committee
4. Amuschirawan Ebrahimi, Secretary of the Central Committee
5. Manutscher Behzadi, Secretary of the Central Committee
6. Iraj Eskandari
7. Ehssan Tabari
8. Hossein Jodat
9. Gholam Daneschian
10. Mohammad-Reza Ghodweh
11. Amir-Ali Lahrudi
