Decree by the USSR Council of People’s Commissars on Establishing a School in Tabriz

Decree No 13421

 

of 24 June 1944

 

1. Permit the USSR People’s Commissar of Foreign Affairs to open in Tabriz (Iran) in the 1944-1945 school year a complete secondary school with instruction in the Azerbaijani language to educate children of the Azerbaijani workers sent from the USSR and the children of the local Azerbaijani population.

 

2. Confirm the staff of the administrative management and instructional personnel at 36 persons with a monthly wage fund of 28979 foreign-currency and 4094 Soviet rubles in accordance with Attachment No 1.

 

3. Hold the USSR Narkomfin [People’s Commissariat of Finance] responsible for making additional allocations to the USSR NKID [People’s Commissariat of Foreign Affairs]’s estimate for 1944 of 227,551 foreign-currency and 50,182 Soviet rubles to organize and maintain a school in Tabriz, in accordance with Attachment No 2.

 

4. To finish the construction and equipping of the school in Tabriz hold accountable [the following]:

 

a) the USSR Narkomles [People’s Commissariat for Forestry] (Cde. Men’shikov) with manufacturing at Stalingrad factories 50 cubic meters of  pine boards and Glavsnables [Main Directorate for Timber Supply] of the USSR Council of People’s Commissars with delivering this quantity of boards in the 3rd quarter of this year to the USSR NKID.

 

b) Narkomchermet [People’s Commissariat of Ferrous Metallurgy] is to allocate the USSR NKID 1 ton of roofing iron.

 

c) Narkomehlektroprom [People’s Commissariat of the Electric Industry] is to allocate the USSR NKID 500 metric tons of power lines (size .75 x 1.5 x 2.5 mm) and 500 metric (220 volt) electrical bulbs.

 

5. Permit the USSR NKID to obtain a motor vehicle for this school.
