It also discusses adjusting organizations under State Council control, establishing an "expert bureau" to take care of work and problems related to intellectuals, and whether someone deprived of political rights might serve as a defender in court. In terms of acting as a defender, the Standing Committee decreed that someone who lacks political rights may only defend their close relations or guardians.
