A second meeting with USSR Party and government leaders was held. The same people attended as in the 14 June meeting.

 

Cde. A. N. Kosygin informed Kim Il Sung and those accompanying him about the progress of the fulfillment of the USSR's seven-year plan for the development of the Soviet economy.

 

Cde. F. R. Kozlov provided information about the incorrect actions of Chinese leaders who tried to use General Session of the VFP [World Federation of Trade Unions] held in May to present their views and impose their decisions on a number of important international issues which differ from the views of the USSR and the points presented in the Declaration and Peace Manifesto.

 

In connection with the fact that the Chinese leaders are trying in every way to convince Kim Il Sung that not they, but the CPSU was the initiator of sending CPC and CPSU representatives to Pyongyang about KWP intra-Party issues in September 1956, Cde. A. I. Mikoyan familiarized Kim Il Sung with the record of a conversation held in Peking on A. I. Mikoyan's and Peng Dehuai's return to Peking from Pyongyang.

 

After Cde. F. R. Kozlov's information Kim Il Sung did not take a definite position but expressed himself approximately to the effect that it is necessary for CPC and CPSU representatives to meet together to examine contentious issues.

After the dinner and before leaving for an excursion on the Moscow-Volga Canal a conversation was held between Kim Il Sung and I. I. Tugarinov, Chief of the USSR MFA Far East Department, about the DPRK position on the so-called Korean issue which is on the UN General Assembly session agenda every year.

 

In this conversation Kim Il Sung said that their position remains unchanged. They oppose a discussion of the Korean issue at the General Assembly session. But in the event of a discussion they are in favor of DPRK representatives also taking part; if representatives of the DPRK are not admitted then no decisions adopted by the General Assembly will be binding on the DPRK.

 

Kim Il Sung said, we stand for and demand the immediate withdrawal of American troops from South Korea. Afterwards we agree to holding national elections in the South and North of Korea. The Korean question should be decided by the Koreans themselves, without the interference of other countries. Then Kim Il Sung noted that if any country proposes holding national elections under the supervision of a Commission of Neutral Countries then DPRK will not object to such a proposal. Concerning the question of the DPRK being admitted as a UN member Kim Il Sung said the following: we oppose the admission of South Korea to the UN. We are also not raising the issue and do not think it necessary right now that the DPRK be admitted to the UN. But in the event the Western powers propose the admission of South Korea as a UN member then we do not object when a proposal is offered about the simultaneous admission of South Korea and the DPRK as UN members to counteract this proposal.

CPSU CC Secretary Cde. F. R. Kozlov invited me to his [office] and said that Cde. N. S. Khrushchev had given instructions to familiarize Kim Il Sung with Mao Zedong's statements about him, Kim Il Sung. Cde. F. R. Kozlov asked, do I remember in what document these statements were presented?

 

I said that they were presented in the information of former Ambassador to Peking Cde. P. F. Yudin about a conversation with Mao Zedong which was held at approximately the end of 1956.

 

Cde. F. R. Kozlov charged Cde. A. A. Gromyko with giving this conversation to me to familiarize Kim Il Sung.
