I visited Kim Il Sung in the KWP CC.

At the instructions of Moscow I familiarized and passed him a 13 August CPSU CC letter sent to the CPC CC.

Kim Il Sung listened very closely to the content of the letter and in the course of the letter expressed his agreement with the views of the CPSU CC expressed in the letter.

After the letter was passed Kim Il Sung asked what kind of work the Chinese comrades were pursuing, were they drawing representatives of other fraternal Parties to their side?

I answered Kim Il Sung that, as he knows, the Chinese leaders are trying to influence the Soviet specialists and trying to set them against the CPSU and the Soviet government. In the same information of Ambassador Cde. Chervonenko it talks about the preparations of the Chinese comrades for the conference in Moscow in the autumn of 1960.

Kim Il Sung said, we do not imagine how the Chinese comrades plan to rebut the positions described in the CPSU CC information note. Everything is set out there clearly and precisely. I read this note twice. No questions were raised during the discussion at the KWP CC Plenum of Cde. Kim Chang-man's report about the Conference in Bucharest. Everyone unanimously supported the CPSU CC position, and representatives of district Party committees and other Party officials were also present at the Plenum. Kim Chang-man's report was carefully discussed in the KWP CC Presidium before the Plenum and there were also no questions or other views.

Kim Il Sung then noted, the Chinese comrades have to admit their mistakes to restore and strengthen unity. Only in that event can unity be achieved, when the Chinese leaders treat the fraternal Parties with respect. The unity should not be just in words, when they say "headed by the Soviet Union", but in content.

Cde. Kim Il Sung said, this letter, showing him [emu] the CPSU CC letter passed to him, will possibly help the Chinese comrades understand; the Communist Party of Czechoslovakia and the Bulgarian Communist Party have also sent good letters to the CPC CC.

Kim Il Sung noted that, we do not yet know whether the Chinese comrades have published their information report about the KWP CC Plenum in which support is expressed for the Communiqué adopted at the Conference in Bucharest.

Minister of Foreign Affairs Pak Seong-cheol was present at the conversation. The conversation was interpreted by Embassy Third Secretary D. A. Priyemsky and DPRK MFA official Choe Won-sik.
