Dear Comrade Minister!

We are very pleased that friendship and cooperation between our two ministries continues to strengthen and develop in accordance with the agreement reached during the meetings and in the talks between the Great Leader of the People of Korea, Kim Il Sung and the Honorable Wojciech Jaruzelski.

Namely, last July, a delegation from the Ministry of State Security visited your Ministry and signed an agreement on the expansion and development of cooperation between our two ministries and held talks on the common political security of the 13th World Youth and Students Festival.

The Ministry of State Security notes with satisfaction that contacts and friendship between our two ministries are increasing and are still developing.

Dear Comrade Minister!

Recently, in order to prevent enemies from taking action and to guarantee the security of the country, we have applied computer technology in our counterintelligence activities.

We would like to learn more about your experience in the application of computer technology for the purposes of public safety and in other areas, we are particularly interested in the compiling, obtaining, and the model of collected data, and programming methods.

In the first quarter of 1989, we would therefore like to send a four-person group of specialists (including a translator) to Poland for a period of 7 days.

We ask you, Comrade Minister, to provide assistance, and to respond positively to our request.

We take this opportunity to express our conviction that friendship and cooperation between the ministries of our two states will develop and strengthen in the joint fight against imperialism in the name of the triumph of great ideas of socialism and wish you, Comrade Minister, success in the responsible work to ensure state security and a great deal of health.
