I have the honor to acknowledge the receipt of your letter of today, which reads as follows:

 

 

“Excellency,

I have the honour to refer to the Agreement between the Federal Minister for Research and Technology of the Federal Republic of Germany and the Atomic Energy Organization of Iran on Co-operation in the Fields of Peaceful Uses of Nuclear Energy, signed today.

This Agreement provides for a close co-operation in the carrying out of the nuclear power programmes of the two countries. Both sides are aware of the fact that in a later stage of the realization of the Iranian programme, when several nuclear power stations will be in operation, after consultation with the German side, it might be found necessary, for economic or practical reasons, to build uranium enrichment, or fuel reprocessing installations in Iran. In accordance with Article 1, paragraph 1, lit. f, the German side is prepared to co-operate with Iran in these areas.

The German side may require German participation in uranium enrichment and fuel reprocessing installations resulting from such a co-operation.

Scope, terms and conditions of the co-operation in these areas will in due time be agreed upon by the Contracting Parties in special arrangements to be concluded under Article 1, paragraph 2 of the Agreement.

On behalf of my Government I would like to express the view that the Contracting Parties, when taking decisions on the construction and operation of uranium enrichment or fuel reprocessing installations should consider multilateral arrangements, taking into account appropriate concepts, as may have found broad international acceptance.

I have the honour to suggest that, if the Imperial Government of Iran agrees with the content of this letter, Your excellency give confirmation to that end by a letter in reply.”

I have the honor to confirm on behalf of my Government that the Iranian side is in agreement with the content of your letter, with the understanding that the concepts referred to in the fifth paragraph of your letter would be international concepts evolving from open discussions among diverse, interested groups of nations.

Etemad acknowledges receipt of a letter from Haunschild stating that in the future West Germany and Iran may cooperate " to build uranium enrichment, or fuel reprocessing installations in Iran."
