To the First Secretary of the Central Committee of the Communist Party of the Soviet Union, Comrade N. S. Khrushchev

 

Dear Comrade,

 

The Political Bureau of the Central Committee of the Romanian Workers Party was informed by Cde. Chivu Stoica of the conversation the members of delegation of Romanian Workers Party activists had with Comrades Mikoyan, Podgorny, [and] Andropov in Moscow and about the issues that they raised concerning the relations between our parties and states.

 

We would like to say sincerely that what they communicated to us regarding that conversation provoked bitterness and concern among us.

 

In this connection, during recent discussions with the USSR Ambassador in Bucharest, Comrade I. Zhegalin, we expressed our opinion that it would be useful to have an exchange of views between representatives of the leaderships of our two parties.

 

At the same time, as we were informed by Cde. Chivu Stoica, members of the leadership of the Communist Party of the Soviet Union have expressed a similar opinion.

 

Our Political Bureau considers that such a meeting would be the most appropriate forum for the open and comradely examination of the problems of common interest and the removal of anything that could darken the fraternal relations between our parties and states.

 

In order to make possible the complete examination of the problems raised we propose as a first stage to hold a meeting at the level of members of the CPSU C.C. Presidium and, respectively, the R.W. P. C.C. Political Bureau. After the conclusion of the discussions at this level, we propose to have a meeting of the delegations of the two parties before the First Secretaries of the Central Committees.

 

We propose that the meeting between the members of the Presidium of the CPSU C.C. and the Political Bureau of the R.W.P. C.C. take place in Moscow during 5-10 June.

 

If you consider our proposals acceptable, on behalf of the Political Bureau of the R.W.P. C.C. Comrades  Ion Gheorghe Maurer, Emil Bodnaras, Alexandru BĂ®rladeanu, [and] Leonte Rautu will participate in the discussions.

 

Dear Comrades, we kindly request that you communicate your response to us and we express the conviction that the exchange of views between representatives of our parties will contribute to the clarification of affairs and to the continued strengthening of friendship between our parties and states.
