Dear Comrades,
The Presidium of the C.C. of the CPSU examined your letter of 26 June 1964 in which you propose the organization in Moscow during 5-10 June of the current year a meeting of delegations of the C.C. of the CPSU and of the C.C. of the R.W.P. at the level of members of the Presidium of the C.C. of the CPSU and of the Political Bureau of the C.C. of the R.W.P. and, following the discussions at that level, to organize a meeting of the delegations of the two parties before the First Secretaries of the Central Committees.
The C.C. of the CPSU takes a positive attitude towards your proposal. We consider that the meetings between the leaderships of fraternal parties constitute the most appropriate forum for sincere and comradely exchange of opinions on the problems of reciprocal interest and for removing everything that impedes the development and strengthening of fraternal relations between our parties and states.
We will meet with pleasure Comrades I. Gh. Maurer, E. Bodnaras, A. Bîrladeanu, [and] L. Rautu in Moscow on 6 July of the current year if this date is convenient for you. On our side, Comrades N. V. Podgorny, A. N. Kosygin, I. V. Andropov [and] M. A. Lesechiko will take part in the negotiations.
We are likewise in agreement that, after the termination of the exchange of opinions in the first stage, a meeting will be organized of the delegations of the C.C. of the CPSU and the C.C. of the R.W.P. before the First Secretaries of the Central Committees of our parties.
The C.C. of the CPSU shares your hope that the meetings and exchanges of opinion that will take place will contribute to the clarification of all problems and the continued strengthening of relations of friendship between the CPSU and the R.W.P., between the Romanian and Soviet peoples.
