Re the monetary
resources of the
emigrant government
of Southern Azerbaijan

 

According to the inquiries made per your order it has been established that in connection with the events in Southern Azerbaijan at the end of 1946 money belonging to the former democratic government of Southern Azerbaijan arrived for deposit in the Azerbaijan office of the USSR State Bank:

 

via the MGB of the Azerbaijan SSR 24,900,580 rials
via the late Pishevari  2,726,775 rials

 

total 27,629,355 rials

 

With the consent of the leaders of the democrats in 1947 156,000 rials of this money were sent to Iran to the fund to aid the families of the deceased democrats and the leading figures of the democratic movement who had emigrated. The remaining sum of 27,473,355 rials, by agreement with the directing organs was registered at the end of 1948 in the form of a private deposit in the name of a Soviet citizen, a former worker of the Azerbaijan SSR MGB M. A. Saradzhalinskiy; in fact, the distributor of these resources was the former First Secretary of the CC of the Azerbaijan CP, Bagirov, M. D.

 

In 1949, while recalculating this money in the Russian-Iranian Bank where it was delivered to change into new notes in connection with the [currency] reform in Iran, an excess of 1,030 rials was identified in folders in bank packaging and 28,195 rials was recognized as unpaid. Thus, the actual remainder in the personal account No 24015 in Saradzhalinsky’s name is 27,446,190 rials, which when converted to Soviet rubles at the current rate of exchange is 3,403,327 rubles and 56 kopecks.

 

The closing of personal account No 24015 with the transfer of the listed funds is considered advisable for the reason that these funds could be used at any moment for the needs of the democratic movement in SouthernAzerbaijan. At the same time, there is a need to immediately resolve the question about the distributor and another front man to replace Saradzhalinskiy, since at the present time the latter is not connected in any way with the democrats. It would be advisable to register the deposit to the Azerbaijan SSR Ministry of Internal Affairs.
