[handwritten:] 69 words 19/12/45 02-05 [two illegible, possibly additional addresses]

To Cde. Stalin

To Cde. Molotov

To Cde. Beriya

To Cde. Malenkov

The national government of Azerbaijan has begun practical activities.

Considering that the members of the government do not have the appropriate experience in state work and need advice and consultation, the Tabriz authorities have requested permission to unofficially assign one of our people to each minister as advisers.

Our opinion is that we agree with the request of the comrades from Tabriz. We are selecting people for this [task].

Request your instructions.

M. D. Bagirov
