Adopt the attached draft reply to the Ambassador and USSR Trade Representative in Iran.

in reply to special [telegrams] Nº 784 and 9019
From your reports it follows that the Iranian government, having found itself in a difficult situation in the matter of supplying the country with lubricants, is nevertheless refraining from an official appeal to us on this issue but is doing this through second-level people, representatives of the Main Directorate for the Sale of Iran's Oil and the oil company.
Hence Cde. Kuznetsov, the Trade Representative, ought to meet with the General Director or his deputy and reply to them that, inasmuch as lubricants are an important commodity and are not on the list of mutual deliveries under the 4 November 1950 Agreement, the issue of their supply should be the subject of an arrangement between the governments and not between commercial organizations.
Report when this is done.
