Your suggestion about a recess of the Soviet-Iranian negotiations is incorrect. You should understand that in the present political situation in Iran, when the Iranian government is completely occupied with nationalizing the oil industry (AINK) and the dispute with Britain, any proposal by us about a recess of the Soviet-Iranian negotiations would be used by the British and the Americans for purposes hostile to the Soviet Union and to exert even stronger pressure on the Iranian government in order to force it to abandon implementation of the law about nationalization of the oil industry. Moreover, such a proposal by us might cause a reaction among the Iranian public unfavorable to the USSR.

 

You need to continue the negotiations with the Iranians to settle the mutual financial claims and ought not display initiative with respect to recessing them.

 

Discuss and telegraph your assessment of the positions of the sides regarding the remaining unresolved claims and [discuss and telegraph] suggestions about the tactics of further negotiations. Pending receipt of our instructions do not raise the issue of the claim associated with Iranians' breach of the oil agreement but conduct negotiations regarding the remaining claims.

 

Draft attached to telegram, explaining that the Soviet Ministry of Foreign Relations (MFA) and Ministry of Foreign Trade (MVT) disagree with the idea of suspending negotiations with Iranians. Specifically, this is because they believe the recess will be used against them by the British and Americans in Iran.
