Several Notices from the Central Committee regarding Taiwan Work

1. Since the Central Committee issued its instructions regarding Intensifying Work on the Peaceful Liberation of Taiwan on July 29, 1956, all Provincial and Municipal Committees have done considerable work in investigating friends and family members of the Chiang [Kai-shek; Jiang Jieshi] gang, organizing broadcasts to and communications with Taiwan, providing the Central Committee with leads, etcetera, all of which has fulfilled certain functions in coordinating work on Taiwan and the fight against American imperialism.  We should continue to pay close attention to this work.

2.  At present the overall situation in the Taiwan area is to our advantage; the cracks between Chiang and the U.S. are now deepening, and the patriotic feelings among the people in Taiwan are rising day by day.  However, the U.S. imperialists are still not going to withdraw their troops from the Taiwan region, nor will Chiang Kai-shek immediately consent to peace talks.  Liberating Taiwan, Penghu, Jinmen and Mazu is a long-term and complicated struggle.  Given the changes in the situation of the domestic and international class struggle, this fight will have its ups and downs.  Work on Taiwan must still have long-term planning.  A trickle of water flows longer, accumulates over time and eventually the results will be evident. 

3.  The work of winning over the leaders of the Taiwan power faction with the Chiang father and son, and Chen Cheng as its core, will be handled by the Central Committee, and all regions should not separately establish connections; all provincial and municipal committees should continue to pay attention to discovering leads, and provide them to the Central Committee.       

The principal task for all provincial and municipal committees in Taiwan work is to conduct unity education for the family and friends of members of the Chiang clique, propagandize the party’s Taiwan policy, organize on a regular basis communications and broadcasts to Taiwan.  The work of investigating family and friends of members of the Chiang clique should be continued, if not yet completed.  The aforementioned work should be done meticulously and in-depth, and not take the form of a campaign.  Communication work towards Taiwan should be carried out in a focused and planned manner.  The principal targets for this work should be middle and upper-level members of the Chiang clique.  The contents of communications should be natural, and have more to do with daily life, going from shallow to deep: try to maintain the relationship, and provide information on the conditions of the mainland’s development as long as the principle of confidentiality is not violated, but without exaggeration.          

For the time being, it is still not appropriate to encourage visiting Taiwan to see friends and family.  Should someone make a request, the provincial and municipal [authorities] may make a decision depending on the qualifications of the individual.
