The Administrative Office of the Foreign Ministry:
(1) The important telegrams from the delegation [in Geneva] to the Central Committee should be conveyed to Premier [and Minister of Foreign Affairs of the PRC] Zhou [Enlai] in Nanning.
(2) The Ministry does not have a military station of our own to communicate with our embassy in the Soviet Union. In the future the telegrams from the delegation [in Geneva] to [PRC] Ambassador [to the Soviet Union] Zhang Wentian and [PRC] Vice Minister [of Foreign Affairs] Wang Jiaxiang temporarily should be conveyed by the Ministry.
