TO THE CPSU CENTRAL Committee
Cde. Radmanesh, the General Secretary of the CC of the People's Party of Iran, has turned to the CPSU CC with a request to find work for Iranian political émigré A. R. Hekmat and to grant him housing in Moscow.
Hekmat comes from a bourgeois family, and graduated from the Iranian Literature Department of Tehran University. In 1947 he emigrated to the Soviet Union and was employed in Stalinabad. In 1948 he left for Moscow without permission and visited the Iranian Embassy, where he held discussions about leaving for Iran. Then he was arrested by organs of the USSR MGB, was convicted, and confined to a correctional labor camp. In the summer of 1954 Hekmat was released and the USSR MVD permitted him to leave for Iran, but he refused to do this.
From June 1954 to March 1955 he was in the Senezh rest home at the expense of the Executive Committee of the USSR Red Cross and Red Crescent Societies.
In April 1955 Hekmat was sent to work in Tashkent, where he was given work as a junior researcher of the Uzbek SSR Academy of Sciences and also a room in a new building. However, Hekmat returned to Moscow after 10 days, referring to allegedly poor climate conditions.
In a letter to the CPSU CC Hekmat is asking that he be given work and a room in Moscow or permission to leave for Europe. The CC of the People's Party of Iran objects to Hekmat going abroad.
We consider it possible to grant the request of Cde. Radmanesh and hold the Executive Committee of the USSR Red Cross and Red Crescent Societies (Cde. Miterev) responsible for finding work for A. R. Hekmat and giving him material aid of 500 rubles a month and a room until he begins work.
The issue has been coordinated with the Executive Committee of the USSR Red Cross and Red Crescent Societies.
