This memo addresses Azari's letters to the CPSU CC and notes that the highest ranked leaders of the Democratic Party of Iranian Azerbaijan stated that Azari pursued disruptive work within the party and that they had all been elected democratically. The decision was made to not send a commission to Baku or invite Azari to Moscow, and rather that he should pursue his reinstatement himself.

Memo from I. Kozlov regarding Mir Agara Azari and the Democractic Party of Iranian Azerbaijan
MEMO
Iranian political émigré Mir Aga Azari, who lives in the Azerbaijan SSR, sent a letter to the CPSU CC in which he writes of the incorrect actions of the former leadership of the Democratic Party of Iranian Azerbaijan (DPA) and some Soviet officials who had ties with this Party at one time both in the years it was in power and after emigration to the Soviet Union, especially during the time when M. D. Bagirov was Secretary of the CP CC of Azerbaijan.
He also states that the new DPA leadership elected at the end of 1954 is pursuing an incorrect policy, consisting of a negative attitude toward the establishment of a united front with the People's Party of Iran.
Along with this the Iranian political émigré reports that he was expelled from the Party as a "servant of imperialism" for statements and criticism of the work of the DPA leadership which, as he states, was written in a 15 September 1954 editorial placed in the DPA publication, the newspaper "Azerbaijan". Azari requests in connection with this that the CPSU CC look into this matter, remove from him the undeserved and insulting accusation from an honest person, and reinstate him in the Party.
Concerning the expulsion of Azari from the Democratic Party of Iranian Azerbaijan the CP CC of Azerbaijan reports that Azeri pursued disruptive work inside the Party, for which he was expelled from its ranks. His expulsion was confirmed by the first conference of the Democratic Party of Iranian Azerbaijan.
As regards the accusations advanced by Azari with respect to Soviet officials of the Azerbaijan SSR who had ties with the DPA at one time, the issue concerning them has been sent to the Committee of State Security under the USSR Council of Ministers for investigation.
Azari was informed through the CP CC of Azerbaijan that expulsion or reinstatement in the Party and other Party issues should be considered by the Democratic Party of Iranian Azerbaijan itself since it is competent to decide all issues affecting its activity.

This letter is in regards to Iranian political emigre Mir Aga Azari who wrote to the CPSU regarding his removal from the Democratic Party of Iranian Azerbaijan, stating that he was treated poorly by the leadership. The CP CC of Azerbaijan claimed that Azari was disruptive. The CPSU replied that they would look into it, yet Azari' reinstatement is up to the discretion of the CP CC of Azerbaijan.
