Dear Nikolay Aleksandrovich!

 

The command and the political organs of the 4th Army have done a great deal of work to strengthen the friendship between the peoples of Southern Azerbaijan and the Soviet Union.

 

This work was conducted in close contact with Soviet consulates. Our military doctors are giving much free aid to the poorest of the population, are accepting patients, [and] are doing inoculations against epidemic diseases.  For the period 1944 and the 1st quarter of 1945 medical aid has been given to 63,955 people.

 

Showings of Soviet films have been held in sites of population centers [and] the plots [libretto] were read to the local population in their native language.

 

1,340 film showings were held with an audience of more than 1,200,000.

 

160 free concerts of the Red Army’s artistic activity were given.

 

Officers have given 1,182 lectures and talks to about 300,000 people.

 

In 17 cities military comrades, together with consular workers, have organized permanent operating exhibits showing the achievements of the Soviet Union.  These exhibits are being eagerly visited by the local population.

 

In the 10 cities where our large garrisons are situated, where there are radio stations a powerful loudspeaker has been set up in the central squares, via which a relay has been organized of Moscow, Baku, and also the transmission of local material – articles published by our newspapers “Vatan Yelunda”, “Dusti Iran”, and “News of the Day”.

 

Besides this, many officers are instructors in the courses of the 54 organized Russian language study groups.

 

During Soviet holidays the command organized a broad display of sporting and equestrian competitions for the local population.

 

However the work conducted by the command and political organs at the present time should be considerably improved in connection with new special measures which are being conducted by the CC CP(b) of Azerbaijan by order of executive [direktivnyye] bodies.

 

Proceeding from this, I request your orders:

 

1. To allocate according to the number of political organs 11 agitation vehicles with film [available text ends at this point]
