The Organization of Soviet Industrial Enterprises in Northern Iran
The USSR Council of People’s Commissars DECREES:
1. Organize on the territory of northern Iran as branches of Soviet industrial organizations of the Azerbaijan SSR: a) a sugar mill in Iran-Azerbaijan – a branch of the Baku Caramel Factory; b) a shoe factory in Tabriz – a branch of the A. Mikoyan Baku Shoe Factory with an annual capability of 100,000 pairs of shoes; c) a weaving and spinning plant for 10,000 spindles to produce coarse calico and commercial yarn in Tabriz – a branch of the Lenin Baku textile industrial group [kombinat]; d) a knit leggings factory in Tabriz – a branch of the Azerbaijan knitwear industrial group with reprocessing of 180 tons of yarn a year; and e) a silk-winding factory in the area of the city of Rasht for 60 pans [SIC, “tazy”] – a branch of the Lenin Nukhinskiy Silk Industrial Group.
2. Construction of the factories mentioned in paragraph 1 of this decree, supplying them with engineering and technical personnel and a trained workforce, and also management of the production activity of these enterprises is to be entrusted to:
a) for the shoe and knit leggings factories – the Azerbaijan SSR Narkomlegprom [People’s Commissariat of Light Industry] (Cde. Akhundov);
b) for the weaving and spinning and silk-winding factories – the Azerbaijan SSR Narkomtekstil’ [People’s Commissariat for Textiles] (Cde. Nagiyev);
c) for the sugar mill – the Azerbaijan SSR Narkompishcheprom [People’s Commissariat of the Food Industry] (Cde. Adamyan).
3. Delivery of the equipment and materials necessary to build the above enterprises is entrusted to:
a) for the shoe and knit leggings factories – the Azerbaijan SSR Narkomlegprom (Cde. Akhundov);

b) for weaving and spinning and silk-winding factories – on the Azerbaijan SSR Narkomtekstil’ (Cde. Nagiyev) and, for the undelivered part of the spinning equipment, the USSR Narkomtekstil’ (Cde. Sedin);
c) for the sugar mill – the USSR Narkompishcheprom (Cde. Zotov).
Delivery of the equipment and materials for the shoe, knit leggings, and silk-winding factories is to be completed by 1 October 1945, and for the weaving and spinning factory – by 1 January 1946.
4. Hold the Azerbaijan SSR Narkomzem [People’s Commissariat of Agriculture] (Cde. Dzhafarov) and the Narkompishcheprom (Cde. Adamyan) responsible for sending to Iranian Azerbaijan 2 –3 specialists to clarify the existing raw materials base for the sugar mill, and also for preparing proposals to expand the sowing area for sugar beets in Iran-Azerbaijan.
5. Hold the Azerbaijan Council of People’s Commissars (Cde. Kuliyev) responsible for:
a) sending their representatives to Iran [and] entrusting them to ensure receipt of the areas land needed for the enterprises indicated in Point 1 of this decree;
b) with the participation of Union councils of people’s commissars drawing up plans and estimates for these enterprises and presenting them for approval to the USSR People’s Commissariat of Finance no later than 1 August 1945;
c) jointly with the USSR People’s Commissariat of the Food Industry determining within a month the capability of the sugar mill and present their plans to the USSR Council of People’s Commissars;
6. Holding the USSR People’s Commissariat of Finance (Cde. Zverev) responsible for financing construction and the production activity of the enterprises mentioned within limits of approved estimates.
7. USSR Gosplan (Cde. Voznesenskiy) is to provide an allocation for the 3rd and 4th quarters of 1945 for the requests of the Azerbaijan SSR for materials and equipment needed to build and install the enterprises mentioned.
8. Permit the Azerbaijan SSR NKVD, in coordination with the NKGB and CC CP(b) of Azerbaijan to issue exit permits to persons being sent to Iran on matters related to the organization and activity of these enterprises.
9. Supervision of the organization, construction, and production activity of the enterprises indicated in Point 1 of the decree is entrusted to the Azerbaijan SSR Council of People’s Commissars (Cde. Kuliyev).
