per a telegraph report of Nazarli from Rasht
On the 4th of April a group of gendarmes headed by the well-known to you Major Deylyami (now the Chief of the Gilan Gendarmerie) in the village of Rudbane of the Dakhinjan governorship – the property of Qavam [os-]Saltaneh – demanded the peasants pay [him] a share of [their] harvest.
In the process a conflict broke out between the gendarmes and peasants [and] on Major Deylyami’s order the gendarmes opened fire.
According to preliminary data three peasants were killed and one wounded.
At 2100 Governor-General Ansari sent 10 gendarmes to help Deylyami headed by a gendarme lieutenant.
